01 项目背景

Project Background

2021年1月20日，国际园艺生产者协会(AIPH)致函成都，确认成都正式获得2024年世园会的举办权，展会级别为B类，会期186天（2024年4月26日至2024年10月28日），展会主题是“公园城市，美好人居”，总体愿景是打造一届重创新、有特色的世园会，以园艺为媒介，向世界人民传递绿色发展和诗意栖居的美好生活场景。

On January 20, 2021, AIPH sent a formal letter confirming that Chengdu won the right to host Expo 2024 which is graded B and lasts 186 days (April 26 to October 28, 2024). Built on a theme of "City in Parks and Life in Poetries", Expo 2024 will highlight innovation and characteristics and deliver the scenes of green development life in poetries through horticulture.

02 项目概况

Project Overview

项目位于成都市东部新区，空港新城核心区，绛溪河生态廊道中部，是成都重要的生态区域。

The project is located at Chengdu Eastern New Area, the core area of Chengdu Tianfu International Airport New City (Airport New City), and in the middle of the Jiangxi River Ecological Corridor, which are major ecological zones of Chengdu.

本项目用地范围位于公园大街以北，林栖大道以东，绛溪五线以西范围内，横跨绛溪河两岸，规划总面积178公顷（约2660亩）。

The project's land area stretches from the north of Park Street to the east of Linqi Avenue and the west of Fifth Jiangxi Road and across the Jiangxi River, covering a total area of 178 hectares (about 2,660 mu).

03 活动规则

Rules

本次活动采取公开征集的方式，分三个阶段进行：第一阶段为报名资格预审阶段，第二阶段为方案设计阶段，第三阶段为方案评审阶段。

（一）第一阶段——报名资格预审阶段

项目在公开征集报名结束后，主办方将对设计单位/团队提交的相关资料进行评审，公示并通知入围设计团队。

本次资格预审遴选出6名入围设计单位及2名备选设计单位。

6家入围设计单位需按要求提交《活动入围确认函》。若入围的设计团队中途退出或最终放弃参与，须在三天内向主办方说明，并从2家排序备选设计单位中依次替补入围。

（二）第二阶段——方案设计阶段

主办方将组织入围设计单位现场踏勘及答疑会，就入围设计单位对项目存在的疑问，组织相关人员进行解答。

入围设计单位需充分理解项目设计任务书，在提交截止日期前提供满足项目设计任务书需求的设计方案。

（三）第三阶段——方案评审阶段

各参与设计团队只能提交一个方案，由专家评审委员会对方案进行评审。专家评审委员认真研究各家设计单位提交的方案设计成果文件并充分讨论评议后，对设计单位的方案进行排名，并提出优化意见建议。‍

This public solicitation consists of three stages, Stage I: application and prequalification; Stage II: scheme design; and Stage III: scheme review.

(I) Stage I: application and prequalification

After application for the public solicitation activity, the organizer prequalifies the materials submitted by the registered design companies/teams. After that, the organizer will publish the results and inform the shortlisted teams.

Six shortlisted teams and two alternatives will be selected through prequalification.

The six shortlisted teams should submit the Activity Participation Confirmation as required. If a shortlisted team drops out or eventually gives up, it must inform the organizer in writing three days in advance, and the organizer will select the better team from the two alternatives for substitution.

(II) Stage II: scheme design

The organizer will organize shortlisted design teams for field surveys and Q&A meetings to answer the questions of designs about the project by relevant personnel.

Shortlisted design teams must completely understand the Project Brief and submit design schemes that conform to the specification before the deadline.

(III) Stage III: scheme review

Each design team can only submit a scheme for the review of the Expert Review Committee. After careful discussion and review of design schemes submitted by shortlisted teams, the Expert Review Committee will rank the schemes and offer improvement suggestions.

04 奖项设置

Awards Setting

入围设计单位/团队所提交的设计成果经专家评审委员会评审为有效设计成果的，由专家评审委员进行排名，评出一等奖、二等奖、三等奖、优秀奖（各1名）。其中，一等奖给予200万元、二等奖给予50万元、三等奖给予40万元、优秀奖给予10万元的资金奖励。

The design schemes submitted by the shortlisted design companies/teams that are reviewed as valid schemes by the Expert Review Committee will be ranked by the committee as the first prize, second prize, third prize, and excellence prize (each prize for one scheme). Among the prizes, the first prize winner will be granted RMB 2 million, the second prize winner granted RMB 500,000, the third prize winner granted RMB 400,000, and the excellence prize winner granted RMB 100,000.

05 报名事宜

Application

（一）报名要求

1.中国境内设计单位/团队必须具有在有效期经营内的合法性证明文件，且必须为独立企业法人或其他组织或取得合法授权的分支单位。境外设计单位必须为所在地合法注册的设计单位。法定代表人为同一个人的两个及两个以上法人，母公司、全资子公司及其控股公司，不得分开报名参加。

2. 应征申请人（以下简称“申请人”）应为境内外的合法注册的具有相关设计能力的设计机构或合法注册的港、澳、台设计机构或由合法注册的设计机构组成的联合体。允许联合体报名，但是联合体成员不超过2家，联合体各方不得再单独参加或与另外的设计机构组成联合体参加。

3. 申请人（如为联合体，则至少其中一家设计机构）须满足以下条件：

（1）具有城乡规划编制乙级或以上资质。

（2）具有风景园林工程设计专项甲级资质。

（3）近三年内至少有参与完成一个规模不少于150万平方米的类似项目业绩，需提供中标通知书或设计合同复印件（原件备查）。

4. 对于设计单位/团队：

（1）参与本次活动的主创设计师应为该设计单位/团队的在册人员，主创设计师须直接参与活动全过程。如设计单位/团队为境外单位/团队，为了保证项目设计人员对中国地区背景和相关要求的准确理解，项目设计人员中应至少有一名精通中文的人士。

（2）在活动过程中若主创设计师与资格预审材料所提交的团队人员不符，主办方有权取消其活动参与资格。

(I) Application requirements

1. The design company/team in the territory of China must hold valid licenses within the validity period of operation and must be an independent legal entity or a branch of other organizers or with legal authorization. The design company/team outside the territory of China must be a legally registered unit in the place where it is located. For two or more corporates with the same legal representative, the parent company, the wholly-owned subsidiaries, and holding companies are not allowed to apply for the activity separately.

2. The applicant shall design agencies with relevant design abilities legally registered on the Chinese mainland and in the regions outside the Chinese mainland, or design agencies legally registered in the Hong Kong Special Administrative Region, Macao Special Administrative Region, and Taiwan, China, or the consortium composed of legally registered design agencies. The consortium is allowed to participate in the activity, but the number of members shall not exceed two and each member shall be not allowed to participate in the activity or form another consortium with other design agencies to participate in the activity.

3. The applicant (or at least one of the design organizations if the applicant is a consortium) shall meet the following conditions:

(1) The applicant shall have Grade B or above qualifications for urban and rural planning.

(2) The applicant shall have Grade A qualification for landscape architecture engineering design.

(3) The applicant has participated in the construction of at least one similar project with an area of no less than 1.5 million square meters in the past three years, and is required to provide a copy of the letter of acceptance or the design contract (with the original for future reference).

4. For the design company/team:

(1) The main designers participating in this activity shall be in-service employees of the design company/team and the main designers must directly participate throughout the activity. For a design company/team outside the territory of China, there must be at least one designer proficient in Chinese so as to ensure all designers can accurately understand the background and relevant requirements of this Chinese project.

(2) During the activity, the organizer has the right to disqualify the design company/team if the main designers are inconsistent with those listed in the prequalification materials.

（二）报名形式

本次活动采取网上报名形式，参与本次活动的设计单位/团队请于公告之日起至2021年 8月 18日17：00 前（以当地时间为准）将报名文件发送至电子邮箱（ruizx_cxg@163.com），未在规定时间内提交报名材料的，报名无效。

(II) Application methods

This activity adopts an online application. The design company/team that intends to participate in this activity shall send the application form to uizx_cxg@163.com before 17:00 on August 18, 2021 (local time shall prevail). For those who fail to submit application materials within the specified time, the application is invalid.
