为深入贯彻党的二十大会议精神，全面落实习近平总书记来川视察重要指示精神，贯彻落实文化强国、数字中国战略部署，积极融入和服务新发展格局，全面服务国家战略全局和全省发展大局，紧抓成渝地区双城经济圈、四川文化旅游强省、成都世界文化名城建设等重大契机，加快建设践行新发展理念的公园城市示范区，支撑郫都“科创高地、锦绣郫都”总体定位与“一新城四中心”发展目标，依托四川传媒学院、电子科大等人才优势，电子信息产业功能区及科创新城等科技优势，以及影视城片区的区位价值、文化底蕴、生态本底及空间资源等区域优势，推动片区高品质精细化建设与高质量可持续发展，成都市郫都区启动成都影视城总体策划规划及城市设计方案国际征集，力求吸引全球高水平专业团队和社会力量，用世界眼光与国际标准共同参与成都影视城策划规划，诚邀具有影视产业策划、城市规划、城市设计及城市运营管理经验的设计机构报名参与。

Chengdu's Pidu District has launched an international solicitation for the overall planning and urban design of the Chengdu Film and Television City, aiming to attract globally high-level professional teams and social forces to participate in the planning of the City with a global perspective and international standards, as well as the participation of design agencies with experience in film and television industry planning, urban planning, urban design, and urban operation and management. The purpose of this endeavor is to thoroughly implement the guiding principles of the 20th National Congress of the Communist Party of China (CPC), fully practice the important instructions of CPC General Secretary Xi Jinping during his inspection tour in Sichuan, fulfill the strategic deployments of building a powerful cultural nation and the Digital China strategy, actively integrate into and serve the new development pattern, and comprehensively support the national overall strategic situation and provincial overall development. In addition, this initiative aims to seize the significant opportunities presented by the development of the Chengdu-Chongqing Economic Circle, the promotion of Sichuan's development into a cultural and tourism powerhouse, and the construction of Chengdu as a world-renowned cultural city to accelerate the construction of a park city demonstration area embodying the concept of new development, support Pidu District's overall positioning as a "highland for scientific and technological innovation and a beautiful district" and the development goal of "one new city and four centers", and leverage the talent advantages of educational institutions like Sichuan University of Media and Communications, the University of Electronic Science and Technology of China, utilize the technological advantages of the electronic information industry functional zone and the scientific and technological innovation city, and take regional advantages such as the location value, cultural deposits, ecological background, and spatial resources of the City's area to promote regional quality, refined construction and high-quality, sustainable development.

本次规划设计范围为成都影视城及周边协同区，北至柏条河-毗河，南至港泰大道，西至宋白路-徐堰河，东至规划道路，总面积约29.9平方公里。

The planning and design scope covers the Chengdu Film and Television City and its surrounding areas. It spans from the Baitiao River-Pihe River in the north to Gangtai Avenue in the south, and from Songbai Road-Xuyan River in the west to the planned road in the east, with a total area of about 29.9 square kilometers.

蜀源大道、成都五环路贯穿片区，南接成都绕城高速、北接五环路和成都第二绕城高速，东接成彭高速，可快速连接成都市区、双流国际机场、火车北站及火车东站等重要区域，依托沙府路、犀团路可快速抵达郫都城区。

Shuyuan Avenue and the Fifth Ring Road of Chengdu run through the area, with the southern connection to the Chengdu Ring Expressway and the northern connection to the Fifth Ring Road and Chengdu Second Ring Expressway. It is also linked to the Chengdu-Pengzhou Expressway in the east, providing fast access to important areas such as downtown Chengdu, Chengdu Shuangliu International Airport, Chengdu Railway Station, and Chengdu East Railway Station. Additionally, Shafu Road and Xituan Road enable quick access to downtown Pidu District.

成都影视城是成都市影视文创产业集中发展区、市级文创产业示范园区，并被确立为全省规划的影视产业“一核多极”格局中的“一核”所在地；现有四川传媒学院、四川工商学院等4所高校，影视文创人才超4万人；现有全国首个国家级超高清视频产业基地、省重点项目“成都影视硅谷”、成都广电影视基地、亚洲最大单体数字摄影棚“视界一号”等。

The Chengdu Film and Television City is a concentrated development area for the film, television, and cultural creative industries in Chengdu and a municipal-level demonstration park for the cultural creative industry. It has also been designated the "core" location in the province-planned "one core, multiple poles" layout for the film and television industry. It is now home to four colleges and universities including the Sichuan University of Media and Communications, Sichuan Technology and Business College contributing more than 40,000 talented people in the film, television, and cultural creation sectors. Additionally, it houses China's first national ultra-high-definition video industry base, the key provincial project of Chengdu Film and Television Technology Valley, Chengdu Radio, Television, Film, and Television Base, and Asia's largest single digital photo studio Shijie No.1.

本次工作旨在征集具有科学性、前瞻性、创造性和落地性的总体策划规划与城市设计方案，按照世界眼光、国际标准，对标借鉴国际国内一流影视产业园区，打造具有全国影响力和世界知名度的影视产业高地。方案需符合以下总体要求：The main objective of this endeavor is to solicit comprehensive planning and urban design schemes that are scientific, forward-thinking, innovative, and practical. With a global perspective and international standards as a reference, it aims to align with and learn from domestically and internationally leading film and television industry parks, to create a nationally influential and globally renowned highland for the film and television industry. The scheme should meet the following general requirements:培育创新发展新动能。聚焦产业发展破局，深入贯彻落实国家文化强国战略部署、成渝地区双城经济圈战略部署、宣传文化思想工作会议精神及2014年文艺工作座谈会会议精神，深入研究世界影视产业发展趋势，精准对标国际国内一流影视园区发展经验，推进文化与科技深度融合、文创与科创双创联动，聚焦影视文创产业，研究确定影视文创产业价值链、生态链，前瞻性思考引领影视产业未来发展的新技术、新场景、新业态，按照成都市产业“建圈强链”要求，明确关键产业选择、产业链各环节、关联产业体系和产业配套。Nurture new drivers for innovative development. The scheme should focus on industrial development breakthroughs, thoroughly implement the national strategy and deployments for building a strong cultural nation and constructing the Chengdu-Chongqing Economic Circle, and publicize the spirit of the conference on cultural and ideological work and the seminar on literature and art in 2014. In addition, it should deeply study the development trend of the world's film and television industry, accurately align with the development experience of internationally and domestically first-class film and television industry parks, promote the in-depth integration between culture and science and technology, and the linkage of cultural creation with science and technology innovation, and make explorations to identify the value and ecological chains of film, television, and cultural creative industries. Furthermore, it should engage in forward-thinking to explore new technologies, new scenarios, and new business formats that can lead the future development of the film and television industry, and clarify the key industry selection, each link in the industry chain, related industry systems, and industry support following the requirements of Chengdu for "building industrial clusters and strengthening industrial chains".

塑造影视空间新形象。方案需要充分体现产业功能特色、地域文化特色和公园城市特色，塑造具有国际标准、地方特色、影视特点的新空间形态，打造特色鲜明、现代时尚的城乡视觉形象，支撑高水平城市营销。

Create a new image of film and television space. The scheme should fully reflect the industrial functional characteristics, regional cultural characteristics, and park city characteristics, shape a new spatial form that combines international standards, local characteristics, and film and television features, create a distinct, modern, and trendy urban-rural visual image, and support high-level city marketing.

打造宜业宜居新范式。方案需要体现产城融合、城乡融合、文商旅融合理念，充分利用好水系、林盘、田园等生态资源，打造高品质生活承载地。

Establish a new paradigm conducive to both work and living.The scheme should embody the concepts of industry-city integration, urban-rural integration, and culture-commerce-tourism integration and fully utilize ecological resources such as water systems, Linpan settlements (a traditional rural community in the Chengdu Plain, Sichuan, China), and countryside, to build a high-quality living carrier.

打造可持续运营新样板。方案需要以落地呈现为导向，联动产业策划、资源导入、空间设计、建设运营各个环节，并强化落地管控，支撑后续精细化建设和可持续运营。

Craft a new sustainable operating model.The scheme should be implementation-oriented and should cover various aspects such as industrial planning, resource introduction, spatial design, construction, and operation, and strengthen implementation control to support subsequent refined construction and sustainable operation.

活动规则

Event Rules

本次活动分三个阶段进行：第一阶段为公告发布与资格审核阶段，第二阶段为方案设计阶段，第三阶段为方案评审阶段。The event will be conducted in three stages: The announcement release and qualification review stage, the scheme design stage, and finally the scheme evaluation stage.

第一阶段——公告发布与资格审核阶段

The Announcement Release and Qualification Review Stage

由主办单位及执行单位发布征集活动公告，并内附项目设计任务书与报名文件。设计机构在了解项目情况并确定参与活动后，按要求填写报名文件并在规定报名日期内发送至指定邮箱。The solicitation announcement will be issued by the hosting and executing units, along with the project design brief and registration documents. Design agencies that have decided to participate in the event after reading about the project details should complete the registration documents according to the provided guidelines. The completed registration documents should be sent to the specified email address within the designated registration period.在公开征集报名结束后,由主办单位与执行单位组织专家评审小组对设计机构报名文件进行资格审核。为确保设计成果质量，资格审核阶段会从符合竞赛资格要求的报名设计机构中择优遴选出3家入围设计机构及2家备选设计机构。如在确定入围设计机构后、主办单位发布相关设计资料前出现入围设计机构因故放弃入围资格的，在备选设计机构中依次替补，直至补足3家为止。

After the conclusion of the open solicitation registration period, the hosting and executing units will organize an expert review panel to conduct a qualification review of the registration documents submitted by the design agencies. To ensure the quality of the design outcomes, at the qualification review stage, the expert review panel will shortlist three design agencies from those eligible for the competition and select two more design agencies for the waiting list. If a shortlisted design agency withdraws from the competition before the hosting unit releases the relevant design materials, the first design agency on the waiting list will be shortlisted. Eventually, there should be three design agencies on the shortlist.

第二阶段——方案设计阶段

The Scheme Design Stage

主办单位及执行单位将组织入围设计机构进行现场踏勘The hosting and executing units will organize site visits for the shortlisted design agencies。设计机构需充分理解项目设计任务书，在提交截止日期前提供满足项目设计任务书需求的设计方案。各家设计机构只能提交一个方案参加方案汇报评审。

The design agencies are required to fully understand the project design brief and provide design schemes that meet the requirements outlined in the project design brief before the submission deadline. Each design agency is only allowed to submit one design scheme for presentation and evaluation.

第三阶段——方案评审阶段

The Scheme Evaluation Stage

本次活动方案评审分为方案汇报初审和方案汇报终审。由主办单位及执行单位邀请不少于7位国内外规划设计、建筑设计、影视产业策划等领域的专家、学者组成专家评审委员会。The scheme evaluation will be carried out in two rounds, namely the preliminary round of scheme presentation and evaluation and the final round. The hosting and executing units will organize an expert review panel that consists ofno less than seven domestic and foreign experts and scholars in the fields of urban planning, architectural design, and film and television industry planning.方案汇报初审由专家评审委员会对设计机构所提交的方案进行汇报评审。专家评审委员认真研究各家设计机构提交的方案设计成果文件并充分讨论评议后，对设计机构的方案进行打分排名，并提出优化意见建议。初审专家评审委员将提交各汇报方案评审意见作为方案汇报终审的参考资料。During the preliminary round of scheme presentation and evaluation, the expert review panel will evaluate the schemes presented by the design agencies. After carefully studying the design scheme documents submitted by the design agencies and engaging in thorough discussions and deliberations, the expert review panel will score and rank the design schemes and provide opinions and suggestions for improvement. The opinions of the expert review panel on the schemes submitted in the preliminary round of presentation and evaluation will be recorded for reference in the final round of presentation and evaluation.方案汇报终审由郫都区人民政府组织相关专题会议对设计机构所提交的方案进行评审，参考方案汇报初审结果及专家意见建议，最终选定终审排名第一的单位作为优胜奖中选机构，其余设计方案评为优秀奖。The final round of design scheme presentation and evaluation will be organized by the People's Government of Pidu District in the form of a special conference. The design schemes submitted by the design agencies will be evaluated, with reference to the preliminary evaluation results and expert opinions and suggestions given in the preliminary round. Ultimately, the design agency that ranks first in the final round will be the winner, while the other design agencies will receive an excellent design scheme award.

奖项设置

Awards Setting

优胜奖1名，奖金800万元；优秀奖2名，奖金各300万元；本次征集活动总奖金共1400万元。

One honorary award, with a bonus of RMB 8 million; two excellence awards, with a bonus of RMB 3 million each. The total bonus for this collection event amounts to RMB 14 million.

优秀奖奖金在确定最终评审排名后，统一一次性发放。

The bonus for excellence awards will be paid in one lump sum after the final ranking is determined.

优胜奖中选设计机构应负责后续方案深化及报规工作，所获奖金分三个阶段发放。

The winner of the honorary award shall be responsible for the follow-up scheme improvement and planning submission. The bonus will be paid in three stages.

阶段一：300万元，评审后确定最终评审排名后发放；

Stage I: RMB 3 million, which will be paid after the ranking of each design institution is determined after review;

阶段二：200万元，完成方案深化工作，并通过郫都区项目相关专题会议审查后发放；

Stage II: RMB 2 million, which will be paid after the scheme is improved and reviewed in relevant special sessions for Pidu District projects;

阶段三：300万元，按照项目相关专题会议意见优化方案，通过郫都区城乡规划委员会会议审查，并向主办单位提交最终设计成果后发放。

Stage III: RMB 3 million, which will be paid after the scheme is reviewed in Pidu District urban and rural planning committee sessions and the final design result is submitted to the organizer .

参与事宜

Participation Matters

（一）参与要求i. Participation Requirements1.中国境内设计机构必须具有在有效期经营内的合法性证明文件，且必须为独立企业法人或其他组织或取得合法授权的分支单位。境外设计单位必须为所在地合法注册的设计单位。单位法定代表人为同一人或者存在直接控股、管理关系的不同设计机构，不得同时报名该征集文件。Design agencies in China must possess valid legal documents demonstrating the legality of their operations and must be independent legal entities, other types of independent organizations, or lawfully authorized branch units. Overseas design agencies must be legally registered in their respective countries or regions. Any units whose legal representative is the same person and any design agencies with direct holding or management relationships shall not apply for the registration simultaneously.2.设计机构应为境内外的合法注册的具有相关设计能力的设计机构或由合法注册的设计机构组成的联合体。允许联合体报名，但是联合体成员不超过3家，联合体各方不得再单独参加或与另外的设计机构组成联合体参加。Design agencies should be legally registered entities, either domestic or foreign, with relevant design capabilities or consortiums formed by legally registered design agencies. Consortiums are permitted to participate, but the number of consortium members should not exceed three, and each consortium member shall not participate individually or form another consortium with other design agencies to participate simultaneously.3.设计机构须满足条件：

Design agencies should meet the following condition:

设计机构须提供至少5个与本次征集项目类似的，且设计范围不小于20平方公里的城市规划或城市设计类项目业绩，业绩证明须为中标（选）通知书或设计合同或业主证明材料。

Design agencies shall provide at least five cases in urban planning or urban design for reference. The cases should be similar to the current project under solicitation. In these urban planning or urban design cases, the design scope should be at least 20 square kilometers. The performance proofs should be letter of offer and acceptance, design contract, or employer's certification materials.

（二）参与形式ii. Form of Participation

本次活动采取网上报名形式，参与本次活动的设计机构请于2023年12月22日24：00 前（以北京时间为准）将报名文件发送至电子邮箱（ruizx_cxg@163.com），未在规定时间内提交报名材料的，报名无效。

The project invites online registration. Design agencies should submit registration documents to the email (ruizx_cxg@163.com) before 24:00 on December 22, 2023 (Beijing Time). Registration materials submitted after the specified time will be considered invalid.
